BALIKPAPAN, iNTREN – Anggota Komisi VI DPR RI, Mufti Anam menyoroti kelangkaan bahan bakar minyak (BBM) di Kota Balikpapan, yang mana warganya mengantre di stasiun pengisian bahan bakar umum (SPBU) hingga berkilo-kilometer. Dia heran, saat rakyat kesusahan BBM, Wali Kota Balikpapan pergi liburan ke London, Inggris.
Hal itu disampaikan Mufti dalam rapat dengar pendapat (RDP) dengan Direktur Utama (Dirut) Pertamina dan PLN, di gedung DPR RI, Senayan, Jakarta Pusat, Kamis (22/5/2025). Mufti mulanya mengatakan Balikpapan, merupakan produsen minyak terbesar kedua di Indonesia.
“Kelangkaan BBM di Balikpapan tentu sebuah ironi. Kota minyak, tapi langka minyak. Balikpapan yang selama ini kita tahu bersama salah satu produsen minyak, bahkan kilang terbesar minyak nomor dua ada di Balikpapan,” ujar Mufti.
Namun, yang terjadi hari ini, kata Mufti, warga di Balikpapan kesusahan mendapatkan BBM hingga harus mengantre. Dia bahkan menyebutkan ada warga antre berkilo-kilometer hanya untuk membeli BBM.
“Tapi jenengan tahu hari ini, negara kita disuguhkan bagaimana antre berkilo-kilometer warga Balikpapan mau beli BBM, Pak,” ujar Mufti.
Mufti mengatakan, jika di Balikpapan, yang sejatinya adalah kota minyak saja langka, apalagi di daerah lain. Dia pun menyinggung pendapat pengamat jika langkanya BBM bisa jadi ada indikasi meningkatnya harga di kemudian hari ini.
“Kalau Patra Niaga wilayah Balikpapan menyampaikan karena kendala distribusi, ini Balikpapan lo, Pak. Ini bukan Papua. Lalu apa yang terjadi tidak cukup menjelaskan dengan kendala distribusi,” ujar Mufti.
Legislator PDI Perjuangan ini pun menilai, kelangkaan BBM di Balikpapan bisa menjadi bom waktu. Tak hanya itu, Mufti menyentil Wali Kota Balikpapan pergi ke luar negeri saat rakyat kelangkaan BBM.
“Termasuk ketika rakyat Balikpapan hari ini kesusahan mengantre BBM, wali kotanya malah pergi ke London, liburan begitu. Kadang memang sensitivitas kita terhadap penderitaan rakyat itu memang kurang, kadang begitu,” kata Mufti.
Dia pun meminta agar semua pihak bisa merespon kejadian seperti itu. “Maka harapan kami, bapak-bapak harus punya sensitivitas untuk bagaimana bisa segera merespon hal itu dengan cepat,” imbuhnya.
KLARIFIKASI WALI KOTA BALIKPAPAN
Wali Kota Balikpapan, Rahmad Mas’ud memberikan klarifikasi bahwa dia pergi ke London untuk mengurus kuliah anaknya, bukan berlibur. “Salah itu, perlu diklarifikasi. Gini, bahwa saya berangkat ke London itu bukan liburan. Tapi mengurus anak kuliah di London. Itu harus jelas. Kemudian saya berangkat itu juga sudah mendapat izin dari Mendagri (Menteri Dalam Negeri) jauh sebelumnya,” ujar Rahmad.
Dia menjelaskan, anaknya masih berusia 18 tahun. Sehingga harus didampingi orang tua. “Itu kan aturannya pemerintah London. Anak 18 tahun ke bawah itu harus didampingi orang tua, makanya saya berangkat ke sana. Dan itupun sudah bermohon dengan Mendagri,” kata Rahmad.
Ketua DPD II Partai Golkar Balikpapan itu menjelaskan, masalah kelangkaan BBM yang dialami oleh warga Balikpapan baru terjadi ketika dirinya sudah mendarat di London. Dia mengaku berangkat ke London pada Selasa (13/05/2025) lalu, sedangkan masalah kelangkaan BBM di Balikpapan baru terjadi pada Sabtu (17/05/2025). Rahmad pun mengklaim bahwa yang terjadi di Balikpapan bukanlah kelangkaan BBM.
“Itu sebenarnya bukan kelangkaan BBM. Yang namanya langka itu barang kan tidak ada. Cuma pendistribusiannya yang terlambat oleh Pertamina Patra Niaga setahu saya,” kata dia.
Rahmad pun langsung terbang kembali ke Indonesia, Minggu (18/5/2025) ketika mengetahui ada kesulitan BBM di Balikpapan, meski urusan kuliah anaknya belum selesai. Dia juga mengaku terus berkomunikasi dengan pihak Pertamina Patra Niaga untuk menyelesaikan masalah tersebut.
“Saya juga terus berkomunikasi dengan GM Patra Niaga, kenapa ada permasalahan warga saya susah dapat BBM? Saya komunikasi terus. Malamnya itu saya komunikasi dan saya ultimatum Pertamina, jam berapapun hari Senin (19/5/2025) malam harus di-drop BBM jenis pertamax di beberapa SPBU di Kota Balikpapan,” kata Rahmad.
Dia bersyukur persoalan itu sudah selesai. “Dan alhamdulillah, sampai dengan subuh dan pagi itu terisi, dia ngambil dari Samarinda. Untuk mengatasi dulu keterlambatan, jadi bukan kelangkaan, keterlambatan supply ke beberapa SPBU,” imbuh dia.
Rahmad pun kembali menekankan bahwa dirinya sebenarnya belum selesai mengurus kuliah anaknya di London. Begitu mendengar warga Balikpapan kesulitan BBM, Rahmad memutuskan langsung kembali ke Indonesia.
PERTAMINA MINTA MAAF
Sementara itu, Wakil Direktur Utama PT Pertamina, Wiko Migantoro meminta maaf atas kelangkaan BBM di Balikpapan yang membuat warga harus antre berjam-jam. Wiko juga mengakui bahwa ada kelalaian yang dilakukan oleh Pertamina sehingga menyebabkan BBM langka di Balikpapan.
“Kami mohon maaf apabila kemudian ternyata sempat ada kekosongan, mestinya kita memang harus menghitung minimum stock level yang cukup, apabila terjadi situasi seperti sekarang, kita bisa tetap supply kebutuhan di Balikpapan,” kata Wiko.
Wiko menjelaskan, Pertamina memang sempat menghentikan distribusi BBM ke Balikpapan karena BBM yang hendak dikirim ke Balikpapan tidak memenuhi spesifikasi. Menurut dia, langkah ini diambil sebagai cara Pertamina untuk memastikan BBM yang dikonsumsi masyarakat benar-benar berkualitas. Hanya saja, BBM yang memenuhi spesifikasi terlambat masuk, sehingga menyebabkan kelangkaan BBM di Balikpapan.
“Apa yang terjadi di Balikpapan, itu juga bagian dari pengawasan kita untuk menyampaikan, men-deliver kualitas BBM sesuai spek. Pada waktu itu, kami mendapati BBM yang akan dipasarkan speknya masih belum masuk, supply-nya belum masuk, sehingga kita tidak distribusikan,” kata Wiko.
Akibatnya, Pertamina terpaksa mengambil stok BBM dari Samarinda dan Banjarmasin terlebih dahulu. Lalu, Pertamina juga memproduksi ulang BBM dari kilang di Balikpapan. “Jadi itu bagian dari kami untuk tidak mendistribusikan BBM yang kualitasnya tidak sesuai,” ucap dia. (***)
